摘　要：

新自由主义认为，刚性的劳动力市场是阻碍发展中国家经济增长的重要障碍，发展主义则将注意力集中在GDP 量的增长方面。两相结合，急于谋取发展的大多数发展中国家遵循西方发达国家传统发展路径，接受了新自由主义以实施弹性劳动力市场为主要内容的一系列去国家干预、重市场开放的建议。基于理念、历史节点和政治上的契合，新自由主义思想嵌入了大多数发展中国家的发展纲领中。但实践表明，劳动者权益边缘化的价值取向并未助力其发展，相反，却带来了劳资冲突与政局动荡等诸多不利于发展的因素。反观作为发展中大国的中国，其具有中国特色的社会主义市场经济从建立到深化，劳动者权益中心化的价值取向始终贯穿其中，并成为中国式发展模式的重要特征和发展动因。

 

The Value Orientations of Neoliberalism and Developmentalism And The Protection of the Rights and Interests of Workers

In Developing Countries

Abstract Neoliberalism believes that rigid labor market is a significant obstacle to economic growth in developing countries, while developmentalism focuses on the growth of GDP. Combining the two approaches, most developing countries craving for development have followed the traditional development paths of Western developed countries and embraced a series of neoliberal ideas for reduced state intervention and in‐ creased market openness mainly through implementing flexible labor markets. Based on the alignment of ideas, historical node, and politics, neoliberalism has been embedded in the development agendas of most developing countries. However, empirical evidence has shown that the value orientation of marginalization of labors' rights and interests has not promoted its development, but has instead brought about many unfavorable factors such as labor-capital conflict and political instability. In contrast, China, as a major developing country, has witnessed the constant presence of the value orientation centered on labors' rights and interests through the establishment and deepening of a socialist market economy with Chinese characteristics, which has become a defining feature and driving force of Chinese development model.
