摘　要：

社区居家日益成为我国养老模式的主流选择。长期以来，颐养、照护、医疗的碎片化制约着养老服务的发展。养护医是连贯的体系，有着内在的逻辑耦合性，颐养是常态，照护是本质，医疗是保障。智慧社区的兴起为社区养老提供了机遇，智能技术的引入提升了养老服务的精准性，在构建社区居家精细化养老服务体系中发挥催化剂和桥梁作用，促进了要素的衔接互通，然而也带来了数字鸿沟、隐私泄露、技治主义的恐慌。为此，需要自上而下的行政治理与自下而上的互动创新相结合，发挥评估、问责机制的作用，激发各主体在协同配合、互动讨论中凝聚共识，理性地看待、恰当地运用智能技术提供养护医三位一体的养老服务，实现智慧养老的目标。

The Trinity of Caring, Nursing and Medical Care: Research on the Refined Old-age Service System of Smart Community

Abstract The community home care has increasingly become the mainstream choice of the old- age care model in China. For a long time, the fragmentation of caring, nursing and medical care has restricted the development of old-age care services.  Essentially， it is a coherent system with inherent logic coupling. Maintenance is the norm, care is the essence, and medical care is the guarantee. The rise of smart communities has provided opportunities for community care. The introduction of smart technologies has improved the accuracy of old-age care services, played a catalyst and bridge role in building a refined old-age service system, and promoted the convergence of factors, but also brought the digital divide, privacy leaks and technical panic. To this end, it is necessary to combine top- down administrative governance with bottom-up interaction and innovation, making use of the role of assessment and accountability mechanisms to stimulate consensus and coherence among all parties, rationally and appropriately apply smart technology to provides medical care for the trinity of old-age care services and ultimately achieving the goal of smart old-age care.
